At a meeting of the Scientific and Technical Council, dedicated to the development of an effective transport system, Doctor of Technical Sciences, Professor Nadezhda Filippova presented a concept for forming a backbone transport network for remote regions of Russia.
The main idea is to introduce a multimodal system where the Northern Sea Route and aviation deliver cargo to large centres, and amphibious all-terrain vehicles ensure year-round delivery to remote settlements.
According to calculations, amphibious all-terrain vehicles can be operated for up to 335 days a year, replacing heavy trucks during the off-season.

The ZVEZDA plant already produces machines that can form the basis of such a distributed network, including all-terrain buses, mobile drilling rigs, and trucks on ultra-low pressure tyres.
